This page explains how Rising Within LLC operates within the Arizona Empowerment Scholarship Account, or ESA, program.
It explains what families can expect, what Rising Within provides, and what remains the responsibility of the ESA Account Holder.
This disclaimer applies to all ESA-funded services provided by Rising Within. It supplements, and is incorporated by reference into, Rising Within's Terms of Service and any signed Service Agreement.
Our ESA Vendor Status
Rising Within LLC is registered with the Arizona Department of Education as an approved ESA vendor under the category:
Tutoring: Specific Subject
Approval as an ESA vendor means Rising Within has met ADE's registration and credentialing requirements for this vendor category.
It does not mean:
ADE endorses Rising Within's services, curriculum, methods, or approach
ADE guarantees that any specific service, invoice, or expense will be approved for ESA payment
Rising Within speaks for, represents, or acts on behalf of ADE or the Arizona State Board of Education
All ESA-funded services at Rising Within are limited to Kโ12 tutoring delivered under the Tutoring: Specific Subject category. ESA funding may not be used for adult coaching or services outside the approved ESA scope.
The Arizona ESA program is administered by ADE under Arizona law and State Board of Education rules. Rising Within follows ESA rules as they currently exist and as they may change.
What ESA Funds Can and Cannot Cover at Rising Within
ESA-eligible services at Rising Within may include:
Tutoring delivered in defined academic subjects, including reading, writing, mathematics, science, social studies, and related academic content
Tutoring delivered in 1:1, small group, or workshop formats
Instruction structured around academic content and documented according to ESA requirements
ESA-funded tutoring must remain educational and tied to an approved tutoring purpose.
What ESA Funds Cannot Cover at Rising Within
ESA funds cannot be used for:
Adult coaching services
Adult workshops or personal development coaching
Religious or doctrinal instruction as the primary objective of a session
Services or materials outside the Tutoring: Specific Subject category, unless independently eligible under another ESA rule
Family memberships
Services for non-enrolled siblings
Services for anyone other than the named ESA student
Rising Within does not knowingly bill ESA for services that do not qualify under ADE rules.
Services that are not ESA-eligible may be available through private pay.
ADE's Authority Over Eligibility Decisions
The Arizona Department of Education has authority to determine ESA eligibility, approve invoices, reject invoices, flag purchases, and audit expenses.
This means ADE may:
Approve, reject, or flag any invoice submitted through ClassWallet
Audit an ESA expense according to ESA rules and Arizona law
Revise program rules at any time, including during a service year
Determine whether a specific expense is allowable
Rising Within does not control ADE decisions and cannot guarantee ESA approval of any invoice, service, material, or expense.
If ADE rejects an invoice, Rising Within may work with the Account Holder to clarify the service description, correct documentation, or resubmit when appropriate.
If resubmission is not possible, or if the expense is still denied, the Account Holder remains responsible for services already provided according to the Youth Pricing page and any Service Agreement in effect.
Account Holder Responsibilities
The ESA Account Holder โ usually the parent or legal guardian named on the ESA contract โ is responsible for managing the student's ESA account.
This includes responsibility for:
Maintaining ESA enrollment and good standing with ADE
Understanding the current ESA Parent Handbook and program rules
Keeping enough ESA funds available to cover services
Uploading Rising Within invoices to ClassWallet for ADE review
Communicating account holds, balance issues, payment delays, or program changes to Rising Within
Ensuring that ESA-funded expenses comply with program rules
Ensuring the student remains eligible for ESA throughout the service period
Rising Within cannot enroll students in ESA, manage ESA accounts, or upload invoices on behalf of Account Holders.
Payment, Records, and Audits
ESA payments are processed through ClassWallet after ADE review and approval.
Rising Within does not receive ESA payment unless and until the invoice is approved and paid through ClassWallet.
Review timelines vary and are controlled by ADE and ClassWallet.
With Account Holder agreement, Rising Within may begin or continue services while invoices are under ESA review. If ADE does not approve payment for any reason, the Account Holder remains responsible for services already provided according to the Service Agreement.
Rising Within retains service records as required by ADE, applicable law, and business recordkeeping requirements.
ADE may request records for audit purposes.

Updates
ADE may revise ESA rules, procedures, and guidance at any time.
Rising Within may update this disclaimer to reflect material changes. Current ADE rules govern even if a change is not yet reflected on this page.
